MICHAEL HOGAN Governor Spitzer nominated Dr. Michael Hogan for the position of Commissioner of the State Office of Mental Health. Dr. Hogan has led two states’ mental health systems with great success, Connecticut and Ohio, and served as the Chairperson of the President’s New Freedom Commission, which completed its report of the state of mental health across the nation in 2003. Dr. Hogan was Commissioner in Ohio, developing its latest plan for mental health, which was published in November 2006 and can be found at http://www.anewdayohio.org/downloads/cmhp.111506.pdf. The ACL Board and staff are extremely pleased with this selection. The Governor engaged in a national search and found one of the most impressive leaders in mental health in the nation. We welcome him and look forward to working with him in the future. Dr. Hogan’s biography follows. Biography Since going to Ohio in 1991, Dr. Hogan guided Ohio's public mental health system through broad, challenging reforms initiated via the Mental Health Act of 1988. This legislation unified mental health care and leadership at the community level. To implement the legislation successfully, the Ohio Department of Mental Health reduced state operations faster than any other state agency, and increased community mental health resources by more than $700M since 1990. This was achieved within a Department budget that had grown less than inflation. Under Dr. Hogan's leadership, the Ohio Department of Mental Health carefully and successfully closed four state facilities, privatized one, and consolidated administrative services and costs. The quality of care in the remaining hospitals is rated above national norms for private and public sector care. The Department has also piloted improvements in Quality Improvement, interagency collaboration, and outcome funding. Dr. Hogan holds a doctorate from Syracuse University and a bachelor's degree from Cornell University. He served from 1994 to 1998 on the National Advisory Mental Health Council and is president of the board of the National Association of State Mental Health Program Directors Research Institute. He has authored a book and numerous chapters and articles. He is married and has three sons. |
