Historical Data for Restraint & Seclusion Indicators from State-Operated Children and Adult Psychiatric Centers Now on OMH Balanced Scorecard
The Office of Mental Health (OMH) Balanced Scorecard now includes historical data for all restraint and seclusion indicators. In 2009, OMH added facility-level restraint and seclusion data to the Scorecard as quality indicators of organizational performance. This addition was advocated for by Youth Power! (YP!), a New York statewide network of young people with disabilities and social-emotional challenges, as a step towards increased transparency and accountability in the provision of OMH services.
The historical restraint and seclusion facility-level data on the OMH Balanced Scorecard allows viewers to track upward or downward trends in the rates of restraint and seclusion over time. Their addition to the Scorecard further advances increased transparency and accountability as OMH works to transform the system of care in which mental health services are provided. As part of that effort, the agency is committed to creating environments that are free of coercion and violence by reducing and eventually eliminating the use of restraint and seclusion throughout New York's public mental health system.
The OMH Balanced Scorecard is available on the http://www.omh.ny.gov/ and allows anyone to view and assess the agency's progress toward achieving its strategic goals.
